Can you take over an existing app that another team started?

Do I need to be a ServiceNow Build Partner?
Yes. To publish an app on the ServiceNow Store, you need to be enrolled in the Technology Partner Program (TPP) as a Build Partner. This gives you access to vendor instances where development and certification happen.
